How to Conduct Assessment Tool Validation

The purpose of assessment tool validation is to ensure that all components, performance standards, and performance and knowledge evidence are covered by your assessment methods. Therefore, whenever you get new training materials, you must perform assessment tool validation before students use them. There's no need to wait for your next scheduled validation. Validate new tools as soon as possible to confirm they are suitable for student use.

Nevertheless, this isn't the only reason to do this type of validation. Do validation of assessment tools also when you:

- Modify your resources
- Add new qualifications to scope
- Check your course against training product updates
- Flag your learning resources as a risk during your risk assessment

- Assessor Guide/Marking Guide: Also verify if directions for evaluators are sufficient and if clear criteria for each assessment item are provided. Clear criteria are crucial for reliable assessment results.
- Other Related Resources: These may include evaluation checklists, logs, and evaluation templates designed separately from the workbook and assessor guide. Validate these to ensure they suit the assessment activity and meet course unit requirements.

Assessment Validation Panel

Regulation 1.11 specifies the requirements for panel members. It states validation can be performed by one or more people. However, RTOs usually ask all educators and assessors to participate, sometimes including field experts.

Collectively, your panel must have:

- Workplace Competencies and Current Industry Skills relevant to the validated unit.
- Current Knowledge and Skills in Vocational Education.
- Either of the following certifications for training and assessment:
- TAE40116 Training and Assessment Certificate IV or its successor.

Assessment Principles

Pay attention to the action words in the unit requirements and ensure they are addressed by the assessment task. For example, in the unit CHCECE032 Baby and Toddler Care, one required performance evidence asks students to:

Common Pitfalls

Having students describe the nappy-changing process for babies under 12 months old doesn’t directly meet the unit requirement. Unless the unit specification is meant to evaluate underlying knowledge (i.e., knowledge-based evidence), students should be carrying out the tasks.

Be Careful with Plurals!

Pay attention to the frequency. In our example, one of the unit requirements of CHCECE032 Baby and Toddler Care calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just one baby does not fulfill the requirement.

All or Not Competent

Pay attention to enumerated tasks. As mentioned earlier, if students do not complete all the tasks listed, it’s out of compliance. Each assessment task must address all criteria, or the student is not competent, and the assessment method is not compliant.

Provide Specific Details

Each assessment item must have clear and specific reference answers to guide the assessor’s judgment on the student’s competence. Therefore, it’s crucial that your guidelines do not baffle students or trainers.

Double-Barrelled Questions: Avoid Them

Avoiding double-barrelled questions makes it more straightforward for students to respond and for evaluators to accurately judge student competence.

Assurance During Audits

Considering these requirements, you might wonder, “Don't resource developers provide audit guarantees?” However, with these promises, you must wait until an audit to address noncompliance. This impacts your compliance record, so it's better to take a proactive and compliant approach.
